This is the text of the letter sent by Sri Lanka Cricket to the ICC questioning the legality of structural change proposed by BCCI, ECB and CA through a position paper for the Finance and Commercial Affairs Committee of the ICC. I am not sure of the time zone in which that time stamp occurs.
